With the Category Title set to display, and a Page Sub-Heading added, the sub-heading appears before the Category Title and on the same line.
Should it not appear AFTER the Category Title and on another line.

That's the Page Title. It's in the position at the top where it have always been.

But it not UNDER the Category Title, it is NEXT to it and precedes it.
Have never seen a sub-heading precede a main-title with regard to visual stacking.
Give it a try where you:
1) Have a published Category Title = Category Blog Layout.
2) Have a published Sub-Heading = all the text prior to above on the same line.
Don't care what the "h#" is, it is the location and placement that IS NOT CORRECT.

If you fill in the Page Subheading on the Category tab, it will replace the Category Title.
The Page Heading is on the Page Display Tab. It appears that you have not set it to show.

Sorry, only way the Page Sub-Heading replaces the Category Title is IF you set the Category Title to NOT display. If set to show - default setting, the Page Heading publishes BEFORE the Category Title on the same line as shown in the screenshot.
If the Page Display Page Heading is added, it places itself ABOVE the Category/Sub-Heading Line.
In any case, there is still something wrong with the Category and Page Sub-Heading appearing on the same line, or needing to toggle off the Category Title.

The Page Heading & Category Title will display properly.
The Page Heading & Page Sub-Heading will display properly, ONLY IF the Category Title is set to "Hide."
The Page Heading & Category Title & Page Sub-Heading WILL NOT display correctly in that the Page Sub-Heading appears on the same line as the Category Title, but in front of it - which in a hierarchal is wrong anyway.
If all three are displayed, it should be, based on which tab in the Menu Link Item is used:
Page Heading
Category Title
Page Sub-Heading
So how is the Category/Page Sub-Heading issue resolved?
Is this another one of those "you need to know this," which is the coder/programmer fall back?
My main issue with this stuff is that it is not direct nor intuitive for the new and unsophisticated Joomla! user. After two Joomla! books and many, many, many User training sessions, it is embarrassing to constantly explain away inadequate user-friendliness. Such as removing the #columns from a toggle choice to "needing to know" the "columns-#" class and how to implement. There is no mention of this in the HELP screen. And do WE really expect a novice use to know this and how to invoke the "classes?" NOT!
Anyway, I digress - the main issue above still applies.
